Country Research Teams.

Tanzania Country Team 

Mr.Maneno Katyega,

AFREPREN/FWD Principal Researcher, Senior Energy Systems Analyst, Research Research and Development, Tanzania Electric Supply Company (TANESCO).


Mr. Katyega holds an MSc. in Energy Engineering from George Washington University, USA, a BSc. in Applied Hydrology from the University of Dar es Salaam, Tanzania, and a Diploma in hydropower development from the Norwegian Institute of Technology. He has also attended various courses on energy management, environment and renewables. He has worked as the demand-side management project manager, planning hydrologist and hydrologist/energy engineer at the Tanzania Electricity Supply Company (TANESCO). He is currently the Senior Energy Analyst for R&D at TANESCO. He has authored various publications on renewables and the power sector and his most recent publication was on innovative rural electrification strategies for Tanzania.

Zambia Country Team

Mr. Oscar Kalumiana,

AFREPREN/FWD Principal Researcher, Deputy Director, Department of Energy, Ministry of Energy and Water Development, Lusaka, Zambia


Mr. Oscar Kalumiana holds an MBA and a BSc. Degree in Natural Resources from the University of Zambia. He has held the post of Energy and Environment consultant; coordinated a project on provision of electricity through energy service companies; and, consulted for various biomass energy projects. He has published manuals and papers on biomass energy and the environment; charcoal production in earth kilns; the demand and supply of firewood and charcoal; and, charcoal storage.  Mr. Kalumiana is currently the Acting Director in the Department of Energy of Zambia’s Ministry of Energy and Water Development.  He is a principal researcher in AFREPREN/FWD’s Energy Services for the Urban Poor Theme Group.

Ethiopia Country Team

Mr Bereket Kebede,

AFREPREN/FWD Principal Researcher, St. Antony's College , Oxford University.

Dr. Kebede holds the degrees of DPhil. in Economics and MSc. in Agricultural Economics from Oxford University, a B.A. in Economics from Addis Ababa University and a Certificate in Environmental Economics from Gothenburg University, Sweden. He was a postdoctoral fellow at the University of Bath, UK and is currently a senior lecturer at University of East Anglia. He has held the posts of Lecturer and Assistant Lecturer at Addis Ababa University and was the Vice President and Administrative Secretary of the Ethiopian Economic Association. He has been a manager, coordinator and researcher in various research projects. He has published papers on energy ecosystems, agricultural households models, and institutional economics and on petroleum pricing, taxation and marketing in Africa.

Uganda Country Team

Ms. Joan Kyokutamba,

Senior Administration Officer, Uganda Electricity Board,Uganda.


Ms. Joan Kyokutamba, currently undertaking an MBA, is a Social Scientist and holds a BA Degree in Education and a Diploma in Human Resource Management. She is currently the Principal Human Resource and Administration Officer at the Uganda Electricity Board (UEB). Previous positions held at the Uganda Electricity Board include Administrative Assistant, Training Officer, and Acting Senior Personnel Officer. She has authored and co-authored several publications on Uganda’s power Sector.

Zimbabwe Country Team

Mr. Ikhupuleng Dube

AFREPREN/FWD Principal Researcher,

Principal Research Engineer, Corporate Planning Department, Zimbabwe Electricity Supply Authority  (ZESA) – Zimbabwe.

Mr. Dube holds an MSc (Eng) in Electrical Engineering from the Hochschule Zwikwau, Germany. His work experience includes design and implementing utility-based solar project, and studies on demand-side management opportunities on the potential for energy efficiency in Zimbabwe. He has attended workshops and published papers on development of renewables in developing countries, and played the role of advising Zimbabwean government on appropriate energy policies. He has also been involved in projects in the field of renewable energy and energy conservation; carried out a feasibility study on electrification of several centres in Zimbabwe; developed electricity sector standards; production of the Zimbabwe Electricity Supply Authority (ZESA) annual energy and demand forecasts, and carried out surveys on energy to ascertain role of power equipment, administration, maintenance and operation of the power system.
